Government contracting laws apply to virtually every aspect of making, performing, and eventually terminating a contract with a government agency or department, and failing to comply with these rules can have substantial consequences, including possible criminal penalties.  Employers should ensure employees know how to properly procure and carry out government contracts in accordance with organization policy and the law.


Why Train on Government Contracting?
Government contracting laws are designed to protect the taxpayer by preventing favoritism and giving all bidders fair access to a government contract.  Working with government contracts, from interacting with government officials to abiding by government rules and regulations, is often different from working with private organizations.  Employees involved with government contracts should understand the laws that govern all aspects of this work. 


What Does this Course Cover?
This course will teach employees the importance of complying with all applicable laws in every phase of doing business with a government agency or department.

From application to fulfillment of a contract, employees will learn to comply with government rules and regulations and to avoid questionable practices.  In particular, the course teaches employees to:

  • Identify the government rules and regulations that need to be followed during the application process for a government contract. 
  • Avoid engaging in anti-competitive or potentially fraudulent practices such as:
    • Asking government contacts for improper information regarding a bid.
    • Offering gifts that violate organization policy or government agency rules.
    • Discussing employment with government officials or their family members when discussions are also taking place about ongoing or potential contracts.
    • Artificially inflating the costs of products or services in proposals to government agencies.
    • Recording time spent on government contracts in an inaccurate or fraudulent manner.  
  • Comply with all terms of government contracts and accompanying certifications by:
    • Reporting to designated officials when there are questions regarding government procurement.
    • Notifying organization officials if organization policy and government contract language is contradictory.
    • Disclosing fraudulent or other criminal activity in accordance with Federal Acquisition Regulation (FAR)
    • Making modifications or substitutions under government contracts only after management or the compliance department has been notified and only after approval by the government agency.
    • Managing and retaining documents according to organization and government policy.


How is the Course Information Delivered?
Through a series of scenarios and interactive exercises, employees learn how to comply with government contracting rules and regulations.  Employees are asked to answer multiple choice questions where they consider the possible outcomes and implications of hypothetical situations. They are also required to correctly answer four questions in a ‘Quiz Show’ exercise in order to complete the course. The course concludes with customized information about how to get assistance and report concerns within your organization.
